I'd have to say no. Genetic mutations affect an individual more than it does its offspring.

I'm in genetics now and mutation is a top form of evolution. It occurs in the individual and the mutation IS passed down through the gametes and onto the kids. The kids are different than the family before the mutation, thus inducing variation.
